Afghanistan: support must continue beyond the border
· BehindLines newsroom
On 26 October, WAM reported that UAE Aid Agency and UNHCR had signed a housing agreement for returnees in Afghanistan. A commitment does not establish that homes have already been delivered. Crossing a border and rebuilding a stable life are different stages. A recorded arrival alone does not establish whether a household subsequently has housing, an income or access to services.
In the plan presented in May 2026 by the UN and its partners, the response is organised around reception at the border and reintegration within communities. The framework concerns returns from Pakistan and Iran. It does not establish that every family has already received every form of support envisaged.
Arrival is not the end of the journey
The overview of the second quarter, published in August, also emphasises an approach to reintegration organised around local areas. This helps explain why an intervention at a crossing point does not necessarily address difficulties encountered later in a community.
Following that journey requires different questions at each stage: how are immediate needs identified? Which services remain accessible where people settle? How are existing residents considered? These questions provide a way to monitor support; they are not new findings about families who have recently arrived.
Assistance and voluntary choice remain distinct
The UNHCR information page for Pakistan states that voluntary return rests on an informed choice and that its services are free. The existence of assistance should therefore not be interpreted as a guarantee of safety or a reason to generalise conditions in one place to the whole country.
The pages and frameworks consulted describe specific periods and programmes. Reading them together shifts attention from border crossings alone to continuity of support. Reintegration policy also needs to be assessed over time: announcing a programme, recording an arrival and rebuilding sustainable living conditions do not describe the same outcome.
